It’s a little hard to see, so let’s focus the eye.
Yep. Those are quotation marks around the city’s name. (And there may be an orphan quotation mark before “of” also. It’s hard to tell.) Is the name in question? Is it the so-called city of Savannah? Whatever it is, it is All-American, by golly.
I’m reminded of a Friends episode where Joey is using the Bunny Foo-Foo-like hand gestures to provide quotes in inappropriate places. It’s “funny”.

Ah, my number one grammar pet peeve.
At Chik-fil-a, the drive through sign informs me that it was their “pleasure” to serve me. Really? Do people order sarcasm with their waffle fries?
I once stopped at a gas station offering “bathrooms.” What is it, a bucket and a towel?
